- LIHEAP – No funds available
- OEAP – Currently taking appointments – A limited number of appointments are available monthly. To schedule an appointment, please contact Anaberta Arenas @ 503-687-1483. You are encouraged to check the energy assistance hotline periodically.
- OLGA – Currently taking appointments (Northwest Natural Gas Customers) A limited amount of funds are available monthly. To schedule an appointment, please contact Anaberta Arenas @ 503-687-1483. You are encouraged to check the energy assistance hotline periodically.
- LIHEAP
Applications for the Low Income Energy Assistance Program (known as LIHEAP) for the 2011-12 are no longer being accepted until further funding is released.
- OEAP
OEAP (known as Oregon Energy Assistance Program) is for PGE customers only. OEAP qualifying criteria includes income eligibility. Priority status may be given to households with no power or a shut-off notice. YCAP receives a quarterly allocation to serve a limited number of households.
- OLGA
OLGA (known as Oregon Low-Income Gas Assistance) is for Northwest Natural Gas (NWNG) customers only. OLGA qualifying criteria includes (a) income eligibility and (b) active account with NWNG. YCAP receives a monthly allocation to serve a limited number of households.

It is important for households facing difficulty with energy bills to communicate with the utility directly and work out payment plans (if available) to maintain services. Additionally, YCAP has moved to a new location. Please refer to the Waiting List Referral Form for additional information.
